I'd recommend Phil to anyone wanting to learn to drive, having tried a couple of different instructors. His thorough teaching style means you understand why you're doing things. You're not just learning to follow instructions, or memorising techniques. This means when it comes to the test you're already confident you can handle whatever they throw at you, and you're confident you'll be capable of driving on your own. He's also friendly, and makes the lessons entertaining. This is particularly important when you have to spend two hours in a car with someone.
